What Counts as E-Waste, and Why It Is Not Ordinary Waste
E-waste is any electrical or electronic equipment that has reached the end of its useful life: desktops and laptops, rack servers, storage arrays, switches and firewalls, monitors, printers and copiers, UPS units and their battery strings, POS terminals, CCTV recorders, and the drums of structured cabling pulled out during a fit-out. In Dubai it is a controlled waste stream. It cannot lawfully go into your building's general refuse, and building management in most towers will not sign off a move-out while it is sitting in a store room.
The reason is not bureaucratic. A monitor contains heavy metals, a UPS contains lead or lithium, and a circuit board contains a mixture that leaches if it is buried. Which is exactly why the law makes it the generator's problem rather than the collector's.
The Liability Stays With You
Under Federal Law No. 12 of 2018 on Integrated Waste Management, responsibility for waste sits with the entity that generated it, and the law applies nationally — including inside free zones. Handing a pallet to a man with a pickup truck does not transfer that responsibility to him. If the material is fly-tipped in the desert, it is still legally yours.
The data side works the same way. Under Federal Decree-Law No. 45 of 2021, the UAE Personal Data Protection Law, personal data left on a disposed device remains your responsibility until it is destroyed. Firms in DIFC answer to DIFC Data Protection Law No. 5 of 2020 instead, and ADGM entities to the ADGM Data Protection Regulations 2021. Whichever applies, the practical test is identical: can you produce evidence that the data on a specific device was destroyed?

Where the Number Comes From
Retired hardware has three possible destinations, and which one applies decides what your load is worth. Most buyers quote a single per-kilo rate because it is simple and because it reliably favours them. It is also how a business gives away several thousand dirhams without ever finding out.
1. Resale as working equipment
The highest return by a wide margin. A three-year-old fleet still inside vendor support is valued as equipment, not as metal — typically several times a scrap figure. Drives are sanitised to a verified standard and the units are remarketed.
2. Component recovery
Where the unit is dead but the parts are not. CPUs and memory, enterprise drives, GPUs, PSUs and transceivers carry real value independent of the chassis they came in. This is the category flat per-kilo pricing destroys.
3. Material recovery
The floor, not the ceiling. Steel, aluminium, copper and board fractions priced against prevailing commodity rates. Everything ends here eventually; the question is whether it went through the two stages above first.
